i would only ask my colleague that just addressed us to join with some of us that say that we need to be smart and as a former member of the air resources board in california, i can show you studies that have been done by very noted research people that really point out one study alone that says is we can reduce fuel and emissions problems by 22.6%. but we could do that, we don't have to a-- we we have to address what is the private sector doing in detroit in building cars, but what is the government sector doing in controlling those cars when they're on the road and one of the biggest problems we have is that washington sends money out for projects, but we do not hold those projects to a standard that's beenup graded to the 21st semplingry standards. i'll give you an example. studies have shown that 97% of all stop signs that you and i stop for every day, mr. speaker, don't have to be stop signs. those could be yield signs. granted, there are those sites with sight distance problems where you have to have stop signs but when we drive out of our homes tomorrow morning, think about why
